PROPOSAL FOR A PROFESSIONAL REVIEW
OF LE RUCHER, NCI, YWAM, AND RELATED MATTERS

This review provides a clear framework and a fair process to investigate several overlapping matters that have affected the mission, member care, and church community. It provides people with the opportunity to safely and meaningfully share their experiences, and to better understand what has happened and what can be learned from these matters. The review aspires to promote transparency, accountability, good practice, and healthy relationships.

Projected Time Frame:                                    
1 May – 30 September 2008


Main Issues to be Investigated:       
1. Le Rucher Management and Staff (1996 – 2003)
2. Nordic Capital Investment Fraud (1992-current)

3. Member Care Events: Europe, International (1996-current)
4. YWAM Management of Staff (2005-current)

Proposed Review Team:
Rand Guebert, coordinator and primary researcher (CV available on request).  Three additional team members to read various documents, assist in the analysis, and provide oversight for the Review.  Mr. Guebert has volunteered to do this review, pro bono.  (1) Since September 2007 he has informally reviewed a large portion of the correspondence and documentation from the past 15 years; (2) he is independently familiar with the events at Le Rucher; (3) he has an international business and Christian background that allows him to understand the financial, legal, and organizational development issues; and (4) he respects the Christian mission community and YWAM. The professional experience and diversity of the other members of the Review Team are also essential. Mr. Guebert welcomes the contribution of any additional parties, including people associated with YWAM, WEA, Member Care-Europe, and Le Rucher.

Structure of the Review:                     
For each of the main issues there will be a file of relevant documentation on a year-by-year basis going back in time as  far as necessary to provide clarity. Documentation will be referenced by a chronology and timeline for each issue. Gaps in documentation will be noted and investigated.  Analysis of the issues and recommendations will be provided. Confidentiality will be agreed and respected.

Objective of the Review:                      
1. To learn from past events so that positive and constructive suggestions can be made for the future development of member care and YWAM.

2.  To promote justice and good practice on behalf of those who have been hurt in these overlapping matters.
3.  The expectation is that this review will stand on its own merit and will adequately and objectively inform those who read it.

Overview of the Issues:
1. Le Rucher Management and Staff. Document the history of YWAM’s involvement with Le Rucher.  Document the events and management practices that, over the years, harmed many people and led at least partially to each of the other issues below.
 2. Nordic Capital Investment Fraud. Document the evolution of this fraud and any connections with YWAM-related people and projects.  There will be a specific focus on the experience of two investors. Provide a context for the ongoing police investigation.

3. Member Care Events: Europe and International
 a. Europe: Document the development of MC-Europe.  Document the management issues and problems that developed from 2003--current.  Document the influence of outside organizations.  Provide a helpful basis for discussions with relevant people associated with MC-Europe, to review and learn from what happened, support good practice, and restore relationships.

b. International: Document the development of MemCa.  Document the management issues and problems that developed 2004-current.  Document the influence of the WEA-Mission Commission and outside organizations.  Provide a helpful basis for discussions with relevant people associated with MemCa and the WEA-Mission Commission, to review and learn from what happened, support good practice, and restore relationships.

4. YWAM Management of Staff
 Document the working relationship between the O’Donnells and YWAM.  Document the process that led to the attempted dismissal of Kelly.  Document the “appeal” process that was undertaken. Provide a helpful basis for discussions with relevant people, to review and learn from what happened, support good practice, and restore relationships.
